Garnock Flood Protection Scheme Progressing
Along with my fellow councillors for Kilbirnie and Beith and council officers I was pleased to get a closer view of the progress on the scheme last week. The flood limiting culvert is now in place and already offering some protection to Kilbirnie and Glengarnock residents.
It has been a long haul to secure government funding for the scheme and it is great to see the flood defences now taking shape. Over the years various proposals were turned down and it was a constant challenge to convice government to commit their 80% of the project.
Work starts on new Moorpark Primary School.
Pupils joined teachers, councillors, construction partners Clark Contracts and other representatives after the first turf was cut on the new Moorpark Primary.
The new £10.85 million facility, which will replace the existing school and sit opposite the current building, is expected to be complete by Easter 2023.
Following changes to the school roll and the relocation of Garnock Academy, plans were put forward to modernise the existing establishment. But after detailed surveys, it was agreed that the most cost-effective and best solution was to build a new school.
The new Moorpark Primary will have 12 primary classes and a 24-place Early Years facility.
Councillor John Bell, cabinet member for education, said: “We are delighted to be here cutting the turf to signal the beginning of this exciting new development.
“Moorpark was built in 1978 and has been a really popular school for the community. We obviously looked at the option of modernising the existing facility but think the option of a new-build is the best way forward for this and future generations of school pupils and their families.

Lochshore Development
I was delighted to be present at the official site start of the new Community Hub at Lochshore along with Council leader Joe Cullinane, representative form the 3 Garnock Valley Community councils and of course Garnock Rugby Club.
Councillor John Bell, Depute Leader of North Ayrshire Council and chair of the Lochshore Development group said "It is great to see our plans starting to transform into physical developments.
We are looking for further community input into the next stage of the exciting development at Lochshore. This is the site of the former Glengarnock Steelworks and covers around 250 hectares, including Kilbirnie Loch.
In 2017 we carried out a consultation which led to the vision of the site as a parkland destination with a focus on play. The land is owned by North Ayrshire Council and, after much consultation with residents and work with a range of partners, work is already underway to construct a new £4.2 million Visitor and Community Hub and active travel routes.
The Council is now looking to progress the wider design of the site which will contain new play and leisure facilities and we are looking for your ideas and suggestions on what you would like to see at Lochshore, what the park should contain and how it should be laid out.
The site already has a wealth of natural assets including Kilbirnie Loch and it is home to a rich matrix of flora and fauna, containing woodland, grassland, and marshland areas which together support a range of wildlife habitats. The rugby pitches and Loch are also actively used by local clubs, but we are keen to understand how you would like to use the park on a day-to-day basis.

Consultation on housing plans for former Garnock Academy site

Local residents will get the chance to have their say on exciting plans for new housing on part of the former Garnock Academy site.
North Ayrshire Council is holding an online consultation on the plans for 50 properties which include a mix of general needs houses, homes suitable for wheelchair users and amenity bungalows.
There will also be an opportunity for those without internet access to comment on the proposals.
It is hoped that construction can start in spring 2022 on the £9.7million project which is supported by Scottish Government grant of £2.95m.
Yvonne Baulk, Head of Service (Physical Environment), said: “We have made a commitment to deliver 1,575 new homes for our residents and this ambitious development is a key part of those plans.
“As well as bringing part of an important site close to Kilbirnie town centre back into use, it will see the creation of more modern, energy-efficient homes for our residents to live in.”
Local people and interested parties can view and comment on the draft plans for the development from today, Wednesday, 28 April, 2021, until Wednesday, 26 May, 2021, online at http://www.northayrshire.community/consultations/

Improving Access
Since lockdown started I have been able to take in more of our local scenery in the hours walk. Accompanied by my daughter on her trike we have successfully toured most of the local walking routes with only the occasional puncture causing us problems. One issue we did have was on the Route into Valefield from Glenriddet Avenue in Kilbirnie where the change in height require either to climb a rough set of stairs or a steep gravel path which is a bit of a struggle for the buggy. I contacted the Councils Active Travel officer who informed me that they are in the process of applying to Sustrans, the charity who look after the cycle path, for funding to upgrade the link and make it more accessible. 30/7/20

Council set to transform housing estates in Garnock Valley
North Ayrshire Council is driving forward ambitious regeneration plans that will breathe new life into residential estates in the Garnock Valley.
The plans will see 48 flatted priorities, consisting of bedsits and one-bedroom apartments, demolished to make way for a combination of new housing, landscaping and much-needed additional parking – helping to improve the overall attractiveness of the areas.
These properties at Acacia Drive and Laburnum Avenue in Beith, Newhouse Drive in Kilbirnie and Baidland Avenue in Dalry, are in low demand and difficult to let.
Almost half of the homes are currently empty and of the 25 which are occupied, 12 tenants already have an offer of housing with the rest in progress.
Those affected are being given priority on alternative housing in an area of their choice, a home loss payment and assistance with moving arrangements and costs. Their new homes will also be fully decorated and kitted out with carpets, windows and blinds.
An update on the project is being presented to cabinet on January 26 as part of the council’s Estate Based Regeneration Programme which aims to invest in and regenerate communities by ensuring the council’s housing stock is affordable, sustainable, desirable and improves tenants’ quality of life.
It also forms part of the council’s wider Strategic Housing Investment Plan with a commitment to deliver 1,575 new modern, energy-efficient homes by 2026 – 50 new houses are being planned for the former Garnock Academy site alone.
Councillor John Bell, Depute Leader of the council and Chair of the Garnock Valley Locality Lnaning Partnership, said: “These plans are part of an exciting new approach to regenerate our communities.
“At the heart of it is the need to not only provide homes, but to ensure that the homes we do provide are high-quality, sustainable and are located in places where people want to live.
“We have recognised that the properties at these four streets are undesirable – the stats on housing offer refusals and turnover show that many people do not want to live there and if they do move in, they don’t want to stay there for long..
“We appreciate that moving people from their home is not ideal, however, we believe that what we are offering them instead is far better and will help to improve the quality of their lives – which is what it is all about at the end of the day.
“We have engaged with every household affected and are in ongoing contact with them to ensure their needs are met as the plans progress.
“Once all residents have been rehoused, we will then demolish the properties and transform the land so that it benefits the lives of those living nearby – offering great new affordable homes, outdoor spaces for families to enjoy as well as much-needed parking.”
Demolition works are expected to get underway in autumn/winter 2022.

Garnock Flood Prevention Scheme finally moves forward.
North Ayrshire Council's Cabinet decided to confirm the final scheme without modification at their meeting on 2nd October 2018 following the public hearing.
The scheme involves.
The full flood protection scheme involves:-
• the construction of an earth embankment dam, flow control structure and culvert to form a flood storage area on the River Garnock north of Kilbirnie;
• lowering of Holmhead Weir near Paddockholm Industrial Estate;
• repair/strengthening/raising of existing walls and embankments on the left (eastern) bank of the River Garnock between approximately 30 metres downstream of Mill Court footbridge and approximately 100 metres upstream of Holmhead Bridge;
• reconstruction of existing walls on the right (north-western) bank of the Powgree Burn extending from immediately downstream of the railway to a point to a point approximately 100 metres downstream;
• construction of a flood wall along the southern edge of Beith Road between the railway underpass and entrance to Mill Park;
• seepage protection along the railway embankment east of Mill Park;
• the construction of a non-return device on the drainage ditch between Mill Park and the railway embankment;
• construction of a flood embankment along the southern boundary of Mill Park between Tofts and the railway embankment;
• works to Scottish Water manholes in the flood plains surrounding Mill Park to prevent the ingress of excessive water from the River Garnock; and
• mitigation works at Dalry, including slope drainage on railway embankments in the vicinity of Mill Park and flood protection works at the DSM factory.
The timeline for the works is expected to be as follows
• October 2018 – Cabinet confirms the scheme.
• November 2018 – The scheme becomes operative and Deemed Planning Permission is granted.
• November 2018 – The detailed Design Stage commences.
• August 2019 to November 2019 – Contractor procurement
• March 2020 – Construction commences • March 2022 – Scheme completion
